DUTIES & RESPONSIBILITIES:
Budgets:
• Plan and develop the annual budgeting procedures for the organization.
• Prepare budget instructions, timelines and supporting financial information and systems sufficient to enable staff to complete their budget projections.
• Provide training and assistance to Directors and Business Managers as needed to guide them through the process.
• Ensure that the organizations cost allocation and economic assumptions are consistently applied across all programs and activities.
• Review and consolidate the budget details to ensure mathematical accuracy and reasonableness of results.
• Ensure that strategic objectives and capital purchases are properly integrated into the budget as directed by Management.
Forecasting:
• Perform operational forecasting for the organization on a regular basis.
• Develop and maintain systems to project operating results and cash flow needs of the organization at least quarterly using historical performance information and budgeted forecasts. Assist the Controller, Regional Directors and Business Managers as necessary to update forecasts based on changing economic conditions to ensure the most accurate projects possible.
• Assist Business Managers in forecasting programmatic outcomes as a result of changes in referrals, rates/funding limits, staffing or other variable expenses.
Financial Analysis:
• Review consolidated and programmatic financial statements for accuracy, reasonableness and variance from budget as needed.
• Identify and report significant operating variances between budget and actual activity.
• Provide analytical support to the Controller, Regional Directors and Business Managers as needed to facilitate the timely identification of operating deficiencies.
• Recommend corrective actions to alleviate adverse conditions.
• Provide training to regional staff in the understanding, review and monitoring of financial data to enhance their financial performance.
Financial Systems Development:
• Review and evaluates financial procedures in the Accounting Dept and Regional Business Offices to help identify weaknesses and/or inefficiencies and develops recommendations for improvement.
• Develop flow charts and monitors that work is performed in accordance with Catholic Charities Accounting Policies.
• Help create or modify procedures to improve the overall efficiency, cost effectiveness, timely processing of activity, compliance with grant or accounting standards and financial reporting. Consider practices that will utilize technology where practical to reduce manual or redundant processing. Integrates checks and balances into procedures to enhance internal controls, particularly where segregation of duties is limited. Implements changes as approved.
Fixed Asset Inventory:
• Coordinate annual physical observation of fixed asset inventory for the organization.
• Review and update procedures, timelines and documentation provided to regional staff to assist in the timely and accurate observation of inventory.
• Train Business Managers and other regional staff in the procedures as needed.
• Assist the Accounting Dept staff in the reconciliation of inventory documents to the fixed asset sub-ledger to ensure accuracy of information in the accounting records.
Training:
• Assist in the training of Regional Business Managers and Accounting staff to improve staff understanding and utilization of financial systems, accounting policies and procedures, consistency in the implementation of accounting practices across the organization and compliance with grant and accounting standards.
Collaboration and Fiscal Support:
• Create and foster a collaborative, friendly and supportive environment for regional staff to interface with accounting issues.
• Field requests from Regional Directors, Business Managers and Accounting Staff for service support as needed.
Other Duties:
• Perform any other job related tasks or special projects necessary and/or as assigned by supervisor.

QUALIFICATIONS/REQUIREMENTS:
• Must be able to demonstrate a good understanding of GAAP (generally accepted accounting principles), automated financial reporting systems and internal controls procedures.
• Must have experience in general accounting and financial reporting.
• Must have good communications skills, verbal and written, to clearly and effectively communicate with others.
• Must be able to use a personal computer and have knowledge of computerized accounting systems, spreadsheets and data processing skills.
• Must be able to perform difficult mathematical computations using calculators and spreadsheet formulas.
• Minimum of a Bachelor’s degree in business, accounting or finance with a major in accounting required
• Minimum of at least five years paid experience in accounting and financial reporting systems. Knowledge of budgeting, financial analysis, financial work flow analysis, computerized accounting and financial systems.
• Proven ability to work cooperatively with management and accounting staff is essential.

SALARY: Grade 16. $49,116 to $67,534 annually, depending on experience
